The research divide: Internet commons, scholarly participation and pre-print servers

In this paper, the notion that Internet-based resources can be viewed using the common-pool resource dilemma framework is questioned. Instead, the author proposes that some, if not most, internet-based resources seek to broaden participation as much as possible.
